Commander Hipsley hails from Baltimore, MD and enlisted in the U.S. Navy in 1982. Today he calls Pensacola, FL home. He served as a Chief Cryptologic Technician (Technical) around the globe prior to commissioning as a Special Duty Officer for Cryptology (now Cryptologic Warfare) through the Enlisted Commissioning Program at Old Dominion University. He served in a variety of shore assignments in California, Florida, Maryland, Virginia, overseas in Japan, and at sea aboard 16 different ships of the line ranging from Aircraft Carriers to Fast Attack Submarines and commensurate leadership billets including Executive Officer, Officer and Assistant Officer-in-Charge, Department Head, and a multitude of Flag and General Staff assignments.
His last active duty assignment was aboard the staff of Naval Education and Training Command Pensacola, FL as the Director of Learning Strategies and the Flag Special Assistant for Cryptologic Matters.
His professional military education includes a Master’s Degree in Information Technology from the Naval Postgraduate School in Monterey, CA; graduate of the Naval War College’s Distance Education Program in Newport, RI; and graduate of the Joint Forces Staff College Joint and Combined Warfighting School in Norfolk, VA.
Commander Hipsley was designated a Joint Qualified Officer and achieved Warfare Qualifications including the Information Dominance Warfare insignia, the Enlisted Surface Warfare Specialist insignia, and the coveted Silver Dolphins of the Submarine Service.
He holds various decorations and awards including the Defense Meritorious Service Medal, three awards of the Meritorious Service Medal, nine awards of the Navy and Marine Corps Commendation Medal (two for heroic achievement), and the Navy and Marine Corps Achievement Medal. He was also awarded the Commonwealth of Virginia, City of Virginia Beach Medal of Honor for Heroism.
He retired effective December 1, 2015 following 33 years of service to our Navy and Nation and has maintained close-knit ties to the Pensacola and surrounding communities.
He is a 2015 graduate of Leadership Pensacola and a Lifetime Member of the Greater Pensacola Chamber. He currently serves as the National Navy Mustang Association (NMA) President and is currently the Vice President and recognized President Emeritus and previous Treasurer of the NMA Emerald Coast Mustang Association.
Internationally, Evan is an active Board Member of the International Game Fish Tournament Observers as both a Director, Observer, and the Information Technologist/Webmaster. He recently transcended from the position of Third Vice President and was sworn in as the U.S. Navy League’s Pensacola Council President since his affiliation commenced in 2015.
